INTRODUCTIE

De bedoeling van deze brochure is om informatie te verschaffen over de Vereniging Surinaams Bedrijfsleven, V.S.B.

Met deze korte uiteenzetting over het doel, de structuur, de activiteiten en de representatieve functies van de Vereniging hopen wij onze leden en andere belangstellenden inzicht te geven in de V.S.B. als ondernemingsorganisatie.
 
 
 

BASISBEGINSEL

De V.S.B. is voorstander van een vrije ondernemingsgewijze productie en dienstverlening, waarbij een ieder het recht heeft om binnen de genzen van het algemeen belang die activiteiten te ontplooien waar hij het best toe in staat is.
 
 
 

DOELSTELLING

De V.S.B. is een samenwerkingsverband van personen die een bedrijf in Suriname uitoefenen. De Vereniging heeft ten doel de behartiging van de belangen van haar leden en de bevordering van het ekonomisch en sociaal welzijn van de gemeenschap.
 
 
 

ACTIVITEITEN

ter verwezenlijking van dit doel ontwikkelt de V.S.B., ondermeer, de volgende activiteiten:

- bevordering van het vrije particuliere ondernemerschap;

- overleg en samenwerking met sociale partners en zusterorganisaties in binnen- en buitenland;

- wetenschappelijk onderzoek en publikaties met betrekking tot vraagstukken van algemeen belang;

- advies en voorlichting aan ledenbedrijven.
 
 
 

LIDMAATSCHAP

Het lidmaatschap van de V.S.B. staat in principe open voor iedere persoon, personenvennootschap of rechtspersoon die in Suriname een bedrijf uitoefent.
 
 
 

STRUCTUUR

- De Algemene Ledenvergadering (ALV) is het hoogste orgaan binnen de Organisatie.

- Elk gewoon lid heeft in de ALV één stem. Hiermede wordt tot uitdrukking gebracht de gelijkheid van alle leden, groot en klein. De jaarlijkse begroting en het beleidsplan van de Vereniging worden door de ALV vastgesteld.

- Het Bestuur is verantwoordelijk voor de realisatie der doelstellingen, zoals neergelegd in de Statuten van de Vereniging.

- Het Bestuur wordt gevormd door:

- de Voorzitter,

- de Ondervoorzitter,

- de Penningmeester en de

- de Groepsvertegenwoordigers.
 

Voorzitter en Ondervoorzitter worden door de ALV gekozen en hebben een zittingsduur van drie jaren. De Groepsvertegenwoordigers worden door de respectievelijke bedrijfssektoren gekozen en hebben een zittingsduur van twee jaren.

- Het Dagelijks Bestuur, bestaande uit de Voorzitter, de Ondervoorzitter, de Penningmeester en ten hoogste twee andere bestuursleden, geeft leiding aan de dagelijkse gang van zaken bij de Vereniging en oefent toezicht uit op het Bureau.

- Het Bureau met zijn vaste medewerkers is belast met de administratie, het financiele beheer van de Vereniging en met de beleidsuitvoering ten behoeve van het Bestuur.
 
 
 

STUDIES EN PUBLIKATIES

Er is een Wetenschappelijke Stafafdeling. Deze bestudeert vraagstukken van algemeen maatschappelijk belang, verzorgt publikaties en organiseert studiebijeenkomsten, één en ander in samenwerking met externe deskundigen en wetenschappelijke instituten.

FINANCIËN

De financiele middelen van de Vereniging worden hoofdzakelijk verkregen uit jaarlijkse kontributies der leden.
 
 
 

EXTERNE AKTIVITEITEN

De Vereniging is vertegenwoordigd in Staatsorganen en neemt deel aan het Tripartiet Overleg. Zij onderhoudt ook goede betrekkingen met gelijk gerichte organisaties in binnen- en buitenland.
 

Op nationaal nivo is de V.S.B. ondermeer vertegenwoordigd in:

- de Staatsraad;

- het Arbeidsadviescollege

- de Bemiddelingsraad voor geheel Suriname;

- het Surinaams Arbitrage Instituut;

- de Stichting Voorzieningsfonds voor Partikuliere Werknemers in Suriname;

- Steering Committee.
 

De VSB is de meest representatieve werkgeversorganisatie in Suriname en neemt op internationaal nivo deel aan de jaarlijkse vergadering/konferentie van:

- de Internationale Werkgeversoragnisatie (I.O.E.)

- de Internationale Arbeids Organisatie (I.L.O.)

- de Caraibische Werkgevers Organisatie (C.E.C.)
 

De jaarvergadering van de I.O.E. en de I.L.O. vallen samen. Beide worden in Genéve gehouden. Binnen de I.O.E. wordt het werkgeversstandpunt t.a.v. de I.L.O.-konferentieonderwerpen voorbereid.
 

De V.S.B. is lid van de I.O.E. en wordt daar telkenjare verwacht. Mede met het oog hierop wijst de V.S.B. altijd de werkgeversgedelegeerde aan in de Surinaamse delegatie naar de I.L.O.-konferentie.
 

Het lidmaatschap van de Caribbean Employers' Confederation wordt van groot belang geacht voor de integratie in de regio, te meer daar Suriname thans deel uitmaakt van de CARICOM.
 
 
 

RELATIE MET DE OVERHEID

Het aantal gebieden van samenwerking tussen Overheid en Bedrijfsleven breidt zich gestadig uit en het wederzijds begrip is groeiende. Het besef dringt steeds meer door dat de financiële en ekonomische problemen van ons land door gekonditioneerd optreden moeten worden opgelost. Recente ontwikkelingen in de wereldekonomie hebben bewezen dat een open en marktgericht ekonomie de basis is voor een gezonde en dynamische ontwikkeling. Het ambtelijk denken zal zich hierbij moeten aanpassen. De V.S.B. zal er alles aan doen om deze ontwikkeling te blijven stimuleren.
 
 
 

RELATIE MET DE VAKBEWEGING

De V.S.B. onderhoudt goede relaties met de vakbeweging. Geleidelijk aan gaat de Vakbeweging steeds meer inzien dat een welvarende ekonomie gelijke plichten vereist, in ieders belang. Werkgevers- en werknemersbelangen vallen steeds meer samen en de allesvernietigende belangenstrijd van weleer, ten behoeve van kortstondige voordelen, moet plaats maken voor lange termijn denken en structuurbeleid. Kontinuïteit van de onderneming, behoud van werkgelegenheid en gestadige groei van de ekonomie, zijn van belang voor ondernemers, arbeiders en overheid; voor alle drie gelijk. Daar ligt ook het trefpunt van deze sociale staatsorganen en in het tripartite overleg. Een bemoedigende ontwikkeling die door de V.S.B. van harte wordt verwelkomd.
 
 
 

RELATIE MET ANDERE WERKGEVERSORGANISATIES

De verhouding met andere werkgeversorganisaties is goed. In dit verband mag melding worden gemaakt van de goede betrekkingen welke onze Vereniging onderhoudt met het Verbond van Nederlandse Ondernemingen (V.N.O.) en het Nederlands Christelijk Werkgeversverbond (N.C.W.).
 

Het deelname aan de jaarvergadering van de I.O.E.- en de I.L.O.-konferentie, zoals eerder vermeld, brengt haar in kontact met andere werkgeversorganisaties. Zij leert daarbij hun inzichten kennen en wisselt standpunten uit. De samenwerking met de hier te lande werkzame zusterorganisties komt moeizaam op gang, ofschoon er voldoende raakvlakken voor nauwe banden bestaan.
 

De V.S.B. is bereid er alles aan te doen om zo snel mogelijk in deze situatie een positieve verandering te brengen. De tijd is rijp voor gestructureerde samenwerking tussen gelijkgerichte krachten. Het mag niet lang meer duren, want de tijd werkt niet in ons voordeel!

INTRODUCTION

This brochure is meant to give you information about the Suriname Trade and industry Association (STIA). With this brief outline of the objectives, structure, activities and representative function of the Association we hope to give our members and other interested parties some insight in what STIA does as an entrepreneurial organisation.
 
 
 

BASIC PRINCIPLE

STIA advocates Free Enterprise in production and services, whereby everyone, whitin the limits of public interest, has the rigt to develop activities to the best of his/her ability.
 
 
 

OBJECTIVE

STIA is a cooperation of individuals pursuing a business in Suriname.

The Association's objective is to promote yhe interests of its members and the economic and social welfare of society.
 
 
 

ACTIVITIES

To realize above mentioned objective STIA pursues, among othet things, the following activities:

- promoting free private entrepreneurship;

- consultations and cooperation with social partners and sister organisations at home and abroad;

- doing research and making publications with respect to issues relating to public interest;

- giving advice and information to members.
 
 
 

MEMBERSHIP

STIA's membership, in principle, is open to every person, partnership or legal entity pursuing a business in Suriname.
 

STRUCTURE

* The General Meeting is the main organ within the Organisation. Every ordinary member has one vote at the General Meeting. With this the equality of all members, whether being large or small, is expressed. The Association's Annual Budget and Policy Plan are agreed upon by the General Meeting.

* The Board is responsible for the realization of the objectives as laid down in the Articles of the Association.The Board is composed of the Chairman, the Deputy-Chairman, the Treasurer and the Group Representatives.

- Chairman and Deputy-Chairman are elected by the General Meeting every three years.

- The Group Representatives are appointed by the respective sectors every two years.

* The Evecutive Board, consisting of the Chairman, the Deputy-Chairman, the Treasurer and a maximum of two other Board-members, manages the Associations's day-to-day routine and supervise the Bureau's operation.

* The Bureau with its staff performs the Association's ad-ministration, financial management and policy preparation for the benefit of the Board. The Bureau is also responsible for the execution of policy decisions taken by the Board and the Executive Board.
 
 
 

STUDIES AND PUBLICATIONS

There is a Scientific Staff Department studying issues of general social interest, taking care of publications and organizing study meetings, this with the assistance of external experts and scientific institutions.

FINANCE

The Association participates on public bodies as well as in tripartite consultations. It also maintains good realtions with similar organisations at home and abroad. Nationally STIA, among other things, has representatives in:

* the National State Council;

* the Labour Advisory Council;

* the Counciliation Board for the Whole of Suriname;

* the Suriname Trade Union Movement Institute Foundation;

* the Suriname Arbitration Institute;

* the Suriname Private Employees Provident Fund Foundation;

* the Suriname Trade Promotion Organisation (STPO);

* the Tripartite Deliberations.
 

STIA is the most representative employers' organisation in Suriname, The Organisation internationally, participates in annual meetings/conferences of:

* the International Organisation of Employers (IOE);

* the International Labour Organisation (ILO);

* the Caribbean Empolyers' Confederation (CEC).
 

The annual meetings/conferences of the IOE and the ILO coincide. Both are held in Geneva, Switzerland. Within IOE the employers' point ofview with respect to the ILO-conference agenda are being prepared.
 

STIA is an IOE-member and it is expected to attend the meetings every year. With a view to this STIA always appoints the employers' delegate in the Surinamese delegations to the ILO-conferences.
 
 
 

RELATIONS WITH THE GOVERNMENT

The areas of cooperation between the Government and trade and industry extend gradually and mutual understanding is growing. A general understanding is growing that the country's problems can only be solved by coordinated action. Recent developments in global economy have proven that an open and marketoriented economy is the basis for a sound and dynamic development. Civil workers should adapt their way of thinking in this field. STIA will do everything to continue this development.
 
 
 

RELATIONS WITH THE TRADE UNION MOVEMENT

STIA maintains good relations with the trade union movement. Gradually this movement has come to realize that in the interest of all parties concerned a prosperous economy requires equal obligations.

The interest of employers and employees coincide more and more and longterm thinking and structure policy must replace the former devastating clash of interests for shortage benefits.

Continuity of industries, job security and the steady growth of the economy are in the interests of the entrepreneurs, the workers and the government. Equal concern for the three groups.

In it one finds the crossroads of these social state organs and the basis for tripartite consultations. Stia heartily welcomes en encouraging development in this respect.
 
 
 

RELATIONS WITH OTHER EMPLOYERS' ORGANISATIONS

Relations with foreign employers' organisations are excellent. In this context mention must be made of good relations our Association maintains with:

* the Frederation of Dutch Entrepreneurs (VNO);

* the Dutch Christian Employer's Frederation (NCW).
 

STIA's participation in the annual meetings of the CEC, the IOE and the ILO-conferences asmentioned before enables it to get in touch with other empoyers' organisations. So STIA gets to know their insights and exchanges its points of view. Cooperation with national sister organisations develops in a laborious way, though there is sufficient ground for closer development. STIA is prepared to do everything to improve this situation positively and as rapidly as possible. The time is right for structural cooperation among equal alligned forces.
